Cleveland A. Duncombe
President and Chief Executive Officer
Cleveland A. Duncombe had a prestigious career with the Royal Bahamas Police Force which began in 1983 and spanned 11 years. During his career at the RBPF he spent 8 years with the Criminal Investigation Department in Freeport, Grand Bahama. During his tenure at CID he was commended for having sent more criminal cases to the Magistrates Court in one year than any other officer in the history of the department. He resigned from the Police Force in 1994, and was appointed President and CEO of Candid Security when it was founded in 1997.
Mr. Duncombe received extensive international training in the areas of Transportation, Cargo and Hospitality Security; Hotel/Motel Security Management, Maritime Security for International Ship and Port Facility Security (SPS) Code, Armored Security Operations and Predictive Profiling and Terrorist Threat Mitigation.
He is a Security Lecturer for the Ministry of Tourism’s “Bahama Host Program”, Chairman of The Grand Bahama Island Tourism Security Council 2001 – present and Past Disaster Preparedness Officer, Grand Bhama Red Cross, 1998 – 2000. Mr. Duncombe was voted the Grand Bahama Chamber of Commerce “Business Professional of the Year” 2008 – 2009 and is a Director of the Grand Bahama Chamber of Commerce.
Sean R. Xavier
Executive Director, Finance & Planning/Chief Financial Officer
Mr. Xavier, who has more than twenty years experience in the field of Accounting, holds a Bachelors of Business Administration from the University of Houston, Downtown, where he graduated Magna Cum Laude with a Major in Accounting and a Minor in Computer Information Systems, and obtained a Diploma in Business Administration from the Associate of Business Executives in London. Mr. Xavier is a member of the Institute of Internal Auditors.
Mr. Xavier has held an Executive Management position with Candid Security since 2002, where he oversees all financial activity, including strategic development, capitalization and financial operations.
In addition to his tenure with Candid, Mr. Xavier has served for over 10 years as an Internal Auditor for one of the top ten medical schools in the United States, where he worked to evaluate and make recommendations to enhance operational efficiency and financial reporting controls. He has also served as an Accounts Manger for an Accounting firm in Houston, Texas and worked for four years as an Accountant for a reinsurance company in Trinidad and Tobago which supplied insurance and reinsurance services in the Caribbean.
Tasso Sapp
Senior Manager – Security Operations
Mr. Sapp began his tenure with Candid Security Limited in 2010. Prior to this he was employed as the Director of Surveillance at Casino at Bahamia, where he was responsible for the covert surveillance of a 20,000 sq ft facility. He also worked with Carnival’s Crystal Palace in a similar position, with responsibility for a 35,000 sq ft. facility and has spent time as a Surveillance Monitor Room Operator.
Mr. Sapp received his formal education at New England College, Heniker, New Hampshire, where he obtained a Bachelors of Arts in Business Administration and Management. He has also received security training in the areas of casino game protection and surveillance. He holds a wealth of experience in the areas of casino surveillance and security management program development, implementation and operations.
At Candid, Mr. Sapp has responsibility for overseeing the overall day to day security guard and armored operations in Freeport.
Jacqueline Saunders
Office/Accounts Manager
A graduate of Success Training College with an Associate Degree in Business Administration, Ms. Saunders has over 16 years accounts and managerial experience.
As the former Acting Manager of Shell Bahamas in Freeport, Ms. Saunders was responsible for 300 accounts with overall responsibility for the administration of Shell Operations in Grand Bahama.
